The development arm is headed by a qualified lead developer experienced in Java based back end development and front-end development for DHIS2 web apps.

Pamod Amarakoon

Pamod Amarakoon is a Director of HISP Sri Lanka. He started his career as a medical doctor and proceeded to obtain two Masters level qualifications in the domains of Biomedical Informatics and Health Administration. Specialising further in the domain of Health Informatics, he obtained the doctorate (Doctor of Medicine degree) in Health Informatics in the year 2020. He also serves in the capacity of a Lecturer in Health Informatics at Postgraduate Institute of Medicine, University of Colombo, Sri Lanka and has obtained Postgraduate Certificate in Medical Education. His research interests include public health informatics and mHealth. He has been instrumental in leading DHIS2 implementations in last 8 years in Sri Lanka and is the tech lead of the flagship project in nutrition in Sri Lanka, District Nutrition Monitoring System which has received many awards at local, regional and global level including the prestigious World Summit Award. He is an experienced implementer and a trainer in DHIS2 at global level. He has involved in implementing DHIS2 based implementations in several countries in the Asia region including Sri Lanka, Timor-Leste and Pakistan. He has also been involved in performing information system country assessment in Libya in 2018. He has been serving in the capacity of DHIS2 consultant in Timor-Leste from year 2017 to date supporting the National malaria programme of the Ministry of health. He played a pioneering role in establishing COVID-19 surveillance system in Sri Lanka based on DHIS2 platform, the meta data and experience of which was shared with the global DHIS2 community which laid the foundation of producing DHIS2 metadata toolkit for COVID-19 which is currently being used in more than 50 countries across the globe. In addition, he also serves as a council member and Assistant Treasurer of Sri Lanka Medical Association and the Perinatal Society of Sri Lanka. He is an Executive Vice President in Health Informatics Society of Sri Lanka supporting digital health strengthening efforts in Sri Lanka.

Roshan Hewapthirana obtained his basic degree in Medicine and proceeded to obtain his masters degree in IT. He has been supporting implementation of health information systems in Sri Lanka for more than 12 years. He completed his PhD at University of Oslo and proceeded to become a senior lecturer at University of Colombo. He has been playing a pioneering role in establishing DHIS2 in Sri Lanka and also currently serves as a director in HISP Sri Lanka. He has been involved in country assessment of Information Systems in Sri Lanka and Myanmar supported by the Asian Development Bank. He also served as a member in the University of Oslo team supporting the implementation of DHIS2 in Pakistan from year 2017. It was also a key contributor and and an implementor of District Nutrition Monitoring System from its inception to the date.

Achala Upendra Jayatilleke is a Professor in Health Informatics at Postgraduate Institute of Medicine, University of Colombo, Sri Lanka and currently on sabbatical leave working as an external consultant in Health Management Information Systems at the Country Office of World Health Organization for Timor-Leste. He is graduated with MBBS in 2001 and obtained his doctoral degree in Public Health in 2010 from the University of Tokyo. Subsequently, he obtained a MSc in Biomedical Informatics and Postgraduate Diploma in Information Systems Management. He worked as a Public Health Informatics fellow at the US Centers for Disease Control and Prevention from 2013 to 2015. He is a member of the British Computer Society and a Fellow of the Royal Society for Public Health.
Prof. Jayatilleke is a specialist in digital health and an expert in DHIS2 and contributed in implementing several health information systems in both developed and developing countries. He has providing technical assistance for ICD-9 to ICD-10 transition of National Syndromic Surveillance Program (NSSP) (aka BioSense 2.0) in USA. Also, ea has provided technical assistance for states to implement message mapping guides for National Notifiable Disease Surveillance System (NNDSS) and technical assistant for Ebola Response 2014/15 clinical data management. In Libya, he has contributed in evaluation of the current health information systems in and assisted in designing and developing new electronic health information system for Libya. Prof. Jayatilleke has provided technical assistance in customization and implementation of a DHIS2 based system for National Tuberculosis Control Programme of Pakistan and training. In Sri Lanka He has done Consultations and supervision of Customization, implementation, and monitoring & implementation of following DHIS2 based systems for the Ministry of Health, Sri Lanka. Some of the systems are Electronic Reproductive Health Management Information System (eRHMIS), School Health System, Electronic Data Management System(ePIMS) for National Programme for Tuberculosis Control and Chest Disease , District Nutrition Monitoring System (DNMS), Electronic Information Management System (EIMS) for Anti-Malaria Campaign, Electronic Mental Health Management Information System (MHMIS), Quarantine Health Management Information System, Injury Surveillance System and Trauma Registry at National Hospital of Sri Lanka.

Pramil Liyanage started his career as a medical doctor and proceeded for postgraduate studies in health informatics. He has obtained his masters degree in Biomedical Informatics and MD in Health Informatics. He played a key role in design and implementation of Tuberculosis information system in Sri Lanka. He joined the University of Oslo team in supporting the country team in design and implementation of Tuberculosis information system in Pakistan from year 2017. He is also a member of the HISP Sri Lanka team in supporting DHIS2 implementations in Punjab and Sindh provinces in Pakistan. He is an international trainer in DHIS2 who has contributed as a facilitator in multiple DHIS2 regional academies.

Priyanga Senanayaka, Specialist in Health Informatics and Health System Designing & Implementation in HISP Sri Lanka obtained his post graduate degree in health informatics, MD (HI) from Postgraduate Institute of Medicine, University of Colombo in 2019. He has obtained his first degree, MBBS in year 2003 from University of Colombo and then MSc in biomedical informatics in 2013 from Postgraduate Institute of Colombo.
He pioneered transformation of Reproductive, Maternal, Newborn, Child, adolescent and Youth Health (RMNCAYH) dataflow in Sri Lanka from paper-based to electronic through eRHMIS, which is a DHIS2 based HIMS. Also, he led digitization of mental health out-patient data in Sri Lanka through MH-MIS and implementation of the Maternal and Neonatal health information management system at private sector health institutions. Dr Senanayaka was a key person involved in designing and developing COVID19 Surveillance System of Sri Lanka which is a DHIS2 based comprehensive solution.
His expert areas are public health information management systems, especially Reproductive, Maternal, Neonatal, Child, Adolescent and Youth Health (RMNCAYH), Health Information System implementation and training, mental health information management systems, DHIS2 customization, training and implementation, dataflow analysis and optimization, health information management system documentation and user training and user support systems for health information management systems
He is also a TOGAF® certified enterprise architect and a trainer and evaluator on national productivity.
